Ex-sarpanch at it again, now slaps SDO over leaking pipes

Balwinder Singh alias Toti, former sarpanch of Daula village, who had been in the news just before the assembly elections in 2012 for allegedly slapping a woman EGS teacher when the protesting teachers had visited the village to meet Harsimrat Kaur Badal, daughter-in-law of the chief minister during her visit, has done it again.


This time he has allegedly slapped and manhandled Mangat Rai Shar ma, sub-divisional soil conservation officer (SDO-soil conservation), Giddar baha (Muktsar) over an issue of leaking water pipes installed in the area under an irrigation scheme.

Sharma alleged here on Tuesday that he was slapped and pushed down to the ground by Balwinder Singh alias Toti.

The incident allegedly took place near the tehsil complex of Giddarbaha after some heated arguments over the alleged use of substandard pipes.

“We have a pipeline project from the canal meant to irrigate about 300 to 400 acres of the two villages of Daula and Bhara. The project is still under construction. Some of the people from both the villages called me to visit the site complaining that pipes at some places were leaking. I visited the site for inspection and then went to the tehsil complex that houses my office as well. Balwinder Singh alias Toti came to meet me there along with some others and he alleged that I had used substandard pipes priced at Rs  2,000 instead of the ones costing Rs. 2,700,” claimed Mangat Rai Sharma, talking to the HT over phone.

“I tried to convince him that the pipes were used as per the government norms and no substandard material was used. But, he continued the argument and asked me if I could vouch for it at a religious place for which I agreed and started walking towards a religious place nearby. But, on the way, he entered into arguments with me and slapped me and threw me down on the road,” Mangat alleged.

“I have just got the complaint in this regard and would look into the matter. The action would be taken as per the law,” said Gagandeep Singh Bhullar, DSP, Giddarbaha. Balwinder Singh alias Toti denied allegations of slapping and manhandling the official. He has rather alleged that it was the SDO who tried to manhandle him on the way and he had only tried to defend himself.
