Condemning the rape of a minor in Rama Mandi near Bathinda, state Congress president captain Amarinder Singh on Wednesday said Punjab was heading towards anarchy.

"The Akalis, particularly the Badals, have given up governance and got engrossed in other things," Amarinder said here during his campaign for Vijay Sathi, Congress candidate in the Moga assembly byelection.

The Congress has demanded from the election commission that it should deploy 10 companies of the central security forces in the constituency. Amarinder Singh said the everyday reports of rape and murder in Punjab did not disturb the ruling Badals, who claimed that life in their state was the safest in the country.

Blaming chief ninister Parkash Singh Badal and his son, deputy chief minister Sukhbir Singh Badal for the "lawlessness and anarchy", he said the two had left the state to Sukhbir's brother-in-law, Bikram Singh Majithia, entirely, and he had unleashed "goonda raj" (hooliganism) in Punjab. "Not only the common people but also the police feel insecure," he added.

He referred to the killing of a police officer in Amritsar by an Akali leader just because he had objected to the latter's advances at his daughter, and how the killers had raised slogans in support of Majithia. "Another aide of Majithia beat up a top-level police officer in Ludhiana and yet another Akali worker protected by the revenue minister abducted a minor from her house in Faridkot," said Amarinder.

"As if that was not enough," said Amarinder, "a minor was now raped and left to bleed to death in Bathinda district… because the Badals are busy enriching themselves by way of grabbing transport, sand, liquor and cable business."
