The Himachal Pradesh cabinet on Thursday cancelled a mega project worth Rs 40.21 crore, which included creation of parking facilities, waiting hall, devotional library, shopping plaza and modern basic amenities complex at Chintpurni in Una district.
The project was allotted on a single tender by the previous BJP government. Former chief minister Prem Kumar Dhumal had laid the foundation stone of the project on August 29, 2010. A total of 4.32 acres of land had been acquired for the mega project in which Rs 25 crore was to be spent on a parking slot for 250 vehicles.
The state cabinet which met under the chairmanship of chief minister Virbhadra Singh also decided to create the HP Swan River Channelisation Authority (HPSRCA) as a specially empowered state government entity for monitoring and timely completion of the project.
Under the project, 11 km-long area of the Swan from the Daulatpur Bridge to Gagret is to be channelised while taming all 73 tributaries of the river. The project largest in north India costing Rs 992.48 crore will benefit over 2.35 lakh residents, living in 165 villages of the area. A total of 387.58 km area will be channelised.
It also approved amendment in the Himachal Pradesh Member Legislative Assembly (Discretionary Grant) Rule-2013. The discretionary grant will be Rs 8 lakh for ministers and speaker, Rs 6 lakh for the deputy speaker and Rs 4 lakh for chief parliamentary secretaries.
The approval was given to simplify the procedures of registration and granting token tax exemption for tractors used for agriculture purpose to the farmers having one hectare of land.
The cabinet also gave its nod to downgrade the newly created post of engineer-in-chief, (quality and control/World Bank Project) to chief engineer (World Bank) in the PWD.
The government also accorded approval for the restoration of the Chatterkhand small hydroelectric projectt in Shimla district.
The cabinet approved Financial Restructuring Plan (FRP) of the Himachal Pradesh State Electricity Board Limited (HPSBL) and also accorded approval for the state government guarantee of Rs 1,462.5 crore for the FRP of HPSEBL.
The cabinet further accorded approval to amend the guidelines of management of local areas development fund (LADF) of Hydro Electric Projects (HEPs) and also declared forest minister Thakur Singh Bharmauri as chairman of LADF for Chamba district.
The state government also approved restoration of Chatterkhand (1.5 MW) hydro power project in Shimla district on certain terms and conditions while three-month extension was granted for Tandi, Rashil and Tinget power projects for payment of second instalment of upfront premium. Projects would be canceled if it payment is not received within stipulated time.
The cabinet approved to open sub-tehsil at Kotgarh in Shimla district and Narag in Sirmour district. The cabinet gave its nod to impose a complete ban on felling of bargad and peepul trees on private land. Approval was given to fill up six vacant posts of civil judge (junior division).
The cabinet also approved the scheme for granting of terminal benefits for the vocational training centre instructors in the Sainik Welfare department.
