Punjab Congress chief Capt Amarinder Singh on Tuesday lashed out at chief minister Parkash Singh Badal for “blatantly circumventing the Constitution” by appointing so many chief parliamentary secretaries when his term was about to end in the next few months.

“It amounts to outraging the sanctity of the Constitution”, he remarked, adding, “this is a desperate attempt by Badal to plug the holes in his sinking ship without realising that it has already sunk beyond any redemption”.

“According to the Constitution, the total number of ministers in the Vidhan Sabha can’t exceed more than 15% of its total strength. This jumbo-sized team (of CPSs) will also put extra financial burden on the already ailing state economy”, he said. This was Badal’s last-minute effort to placate his ambitious MLAs, added Captain.
