Punjab police dismissed DSP (City-I), SAS Nagar, Gurbans Bains, who was arrested after being booked in a cor ruption case, while search of his two bank lockers led to recovery of cash amounting to Rs. 61lakhs along with 1464 US dollars and 58 Singapore dollars.
Bains, was transferred to SAS Nagar from Ludhiana, about a month back, was accused of “regularly abusing his official position to obtain illegal gratification” and had amassed assets disproportionate to his sources of income.
His accomplice, NK Goel, a resident of Sector 20- D, Chandigarh, who acted as middleman for Bains was also arrested. Taking strict note of his “mis con duct ”,Bains has been dismissed from government service by the Inspector General of Police, Zone-I, Patiala invoking the provisions of subclause (b) of the second proviso clause (2) of Article 311 of the Constitution of India. A case was registered under section 7/8/13(1)(a)(d) (e) Prevention of Corruption Act, 1988 r/w 13(2) Prevention of Corruption Act, 1988, 120-B IPC, at police station Mataur, district SAS Nagar and investigation entrusted to Gursharandeep Singh Grewal, Superintendent of Police ( Detective), SAS Nagar.
“On March 26, 2014, coaccused, NK Goel went to Ludhiana to receive a consignment of 65 lakhs hawala money of which an amount 40 lakhs was meant as illegal gratification for DSP Bains.
Whereas, Bains had deputed his wife to go from Patiala ( where his family stays) to Ludhiana to collect his amount of 40 lakhs. Accordingly, she collected 40 lakhs and allegedly stashed the same in a locker in HDFC Bank, Mall Road, Ludhiana in the name of Gurbans Singh Bains and his wife Amardeep Shergill,” said SSP SAS Nagar Gursharan Singh Sandhu while addressing a press conference.
He added that Bains had deputed a gunman to assist his wife instashing the money meant for the officer (Rs 40 lakhs), while another gunman was deputed to escort NK Goel with the remaining amount from Ludhiana to Chandigarh.
Before proceeding back from Ludhiana, NK Goel gave 14 lakhs to another person at Ludhiana.
During the search of the locker, police team recovered amount of 40 lakhs, deposited by his wife on March 26, 2014, along with another amount of 1 lakh, 1464 US dollars and 58 Singapore dollars.
Police also raided another locker at OBC Bank, West End Mall, Ferozepur Road, Ludhiana and recovered a sum of 20 lakhs. This locker is in joint name Bains and his wife and was opened about 10 days back only.
Raid was conducted by SSP Patiala at the residence of DSP Gurbans Bains located in Patiala.
More trouble for Bains and a case Patiala police booked him under arms act following recovery of an unlicensed 32 Bore Webley Scot Revolver.
The FIR under the provisions of Arms Act has been registered in PS Civil Lines, Patiala.
