Education dept directs govt schools to procure winter uniform before Oct 15

The UT education department has directed government schools to procure the winter school uniform before October 15.

As per the latest guidelines issued by the department, every government school will ensure that the winter uniform is purchased as per the general finance rules which mandates the limited tender process, if the purchase is between `1 lakh and `10 lakh. The procedure of e-tendering and wide publicity is required if the purchase exceeds `10 lakh and is up to `25 lakh.

Although a few schools fall under e-tendering in the UT, the purchase of rest of the schools is between `1 lakh and `10 lakh.

The procurement rates for the winter season were same as last year. The upper price ceiling will be `350 per set for classes 1 to 5 and `425 per set for classes 6 to 8. The winter school uniform will comprise full-sleeve shirt and pant for boys and shirt and tunic for girls.

The funds will be transferred to the account of each government schools at the earliest.
Chandigarh has over 100 government schools with over 1 lakh students. School uniform is provided free of cost to them under Right to Education Act-2009

DEO RK Sharma said all the guidelines with regard to winter uniform purchase will be sent to government schools on Tuesday. All the schools are requested to start the process of inviting tender for uniform purchase at the earliest so that winter uniforms are procured on time. 

Last year, the procurement of winter uniform got delayed as government schools had begun the process in October-November and students were made to wait till February for the winter uniform.

"With an early approval this time, the department has tried to ensure timely procurement of the winter uniform," said DPI (S)  Kamlesh Kumar.

He further added, "We want schools to start inviting bids in August and procure their winter uniform in October so that schools have winter stock ready before the season begins and there is optimum utilisation of the resources."
