Police sources said the lady doctor from a Srinagar's premier hospital approached the police with a complaint wherein she alleged that the minister asked her to come to the secretariat in Srinagar, as the government right now is functioning from the winter capital in Jammu.

In her complaint, the doctor alleged the minister, on the pretext of knowing the details of the announcement made by Union health minister Ghulam Nabi Azad during his visit to Srinagar, called her to his chamber. She alleged she was made to wait inside a cubicle and the minister joined her there and passed objectionable remarks and advances. She was even asked to come to the minister's Srinagar residence and serve kehwa, a local drink.

After preliminary investigations, the FIR was lodged at Srinagar's Shaheed Gunj police station under several sections of IPC, including non-bailable section 509.
