HC notice to Bibi Jagir Kaur, lokpal, Punjab govt on possession of nagar panchayat land

The Punjab and Haryana high court on Friday issued notices of motion to Bholath MLA Bibi Jagir Kaur, Punjab lokpal, state government and Kapurthala deputy commissioner in a case alleging that the MLA had encroached upon about 20 acres of Begowal nagar panchayat land worth Rs. 100 crore and sought directions to get it probed by the CBI.

The orders came from the court headed by justice Ritu Bahri on a petition filed by Begowal nagar panchayat resident George Subh alleging that the beneficiary had even raised illegal construction on the land that should be razed and restored to the nagar panchayat.

The petitioner alleged that though a complaint was pending with the state lokpal since October 2011, he had failed to take action on it.

The petitioner has also alleged that her son-in-law Bhupinder Singh and daughter Rajneet Kaur were also beneficiaries of the land.

The respondents have been directed by the court to file their replies by October 28.

It was alleged that most part of the land is being used for agricultural purposes and some part is being utilised to run Sant Prem Singh Khalsa High School that gets 95% grant-in-aid from the state government.

The MLA is also president of the school.

The court was informed that in August 2009, then Bholath MLA Sukhpal Singh Khaira had sought information under the RTI from the nagar panchayat and it was informed that there was no record of any lease of the land under question. Thereafter, in 2010, Khaira sent detailed representations to the state chief secretary and the Kapurthala deputy commissioner demanding action, but to no avail.

The petitioner approached the state lokpal in 2011 but till date no action had been taken, the petitioner said.
