HCS preliminary exam challenged in HC

The preliminary examination held for 55 posts of Haryana Civil Services (HCS) and other allied posts on August 3 has been challenged in the Punjab and Haryana high court on the grounds that the question papers were only printed in English language in violation of the instructions for printing bilingual papers.


Taking up a petition filed by Amit Kumar, a Hisar resident, the court headed by justice Jaswant Singh issued notice of motion to the Haryana government as well as Haryana Public Service Commission for filing their replies by August 8.

Appearing for the petitioner, advocate Sajjan Singh Malik argued that the petitioner who had been a Hindi medium student up to his post graduation also appeared in the preliminary examination on August 3. The petitioner was surprised to see that the question papers were set only in English.

Malik submitted that the HPSC's act was in clear violation of its own advertisement and instructions issued on February 20, whereby the question paper was to be printed in English and Hindi. Thus the petitioner has suffered irreparable loss as he was preparing for the examination in Hindi as was provided in the advertisement, it was submitted.

The petitioner has now sought directions for quashing of the preliminary examination and to stay the further process during the pendency of the petition in the high court.
