NCTC will encroach on states' powers: Dhumal

BJP-ruled Himachal Pradesh on Saturday strongly opposed the setting up of National Counter Terrorism Centre (NCTC) saying that setting up of NCTC by 'encroaching' on the powers and jurisdiction of state governments will only "strain the relations between Centre and states".


"Federal structure of the country is being weakened in the garb of setting up of NCTC. The states were not consulted by the central government for setting up the anti-terror centre," Himachal chief minister Prem Kumar Dhumal told the chief ministers meeting on NCTC here.

Prime Minister Manmohan Singh and Home Minister P Chidambaram are today meeting chief ministers on the NCTC against the background of a prolonged stalemate over the anti-terror intelligence hub and trying to put to rest their fears that NCTC will encroach on the powers of states.

Dhumal said every year states were assured by the Centre during internal security meetings that all new initiatives against terrorism will be taken after consultations with the states.

He said this separate meeting has been called only when the state governments raised hue and cry on this issue.
