The special investigating team probing the PPSC doctors’ recruitment scam has found that Dr SS Mohi, then PPSC member, had accumulated assets amounting to Rs. 1.36 crore, disproportionate to his income. His assets were to the tune of Rs. 1.6 crore against his savings of Rs. 23.45 lakh.
“Besides these disproportionate assets, Dr SS Mohi is also unable to explain for the pecuniary resources of cash deposits amounting to 53.28 lakh made by him during the check period from May 9, 2006, to December 16, 2011,” read the report.
Many of the selected candidates had a poor academic record and Mohi was in telephonic contact with those candidates or their parents to whom he had awarded exceptionally high marks to ensure their selection.
Many of such contacts were made even on the date of interview,” read the report. The SIT also informed the court that social work certificates produced by candidates for obtaining weightage were never sent to the government by the PPSC for verification before appointments.
MANIPULATION IN MARKS
The court was informed that then PPSC chair man SK Sinha awarded 0% marks to 219 candidates and 100% marks to 14 candidates interviewed by him.
“There is evidence of the resource persons/experts on record that any person who has passed out with MBBS degree is bound to have some professional knowledge of the subject, therefore, no candidate can be given 0% marks.
Similarly, his knowledge cannot be so perfect to earn 100% marks,” said the report. An inquiry shows that 125 candidates recommended for appointment by the PPSC had passed their MBBS professional examinations in more than one attempt ranging from seven to 15 attempts.
Many of these candidates were given very high marks in the viva voce in order to ensure their selection. A total of 149 candidates recommended for appointment had secured less than 60% marks in the MBBS examination and they were given very high marks ranging between 80 and 100% in the interview.
“The written test/screening test/shortlisting on the basis of basic qualification marks was dispensed with… with an ulterior motive of selecting these candidates with poor academic record who would not have qualified for the interview otherwise,” said the report.
The time taken for interview in most of the cases was 3-5 minutes, though there were a lot of parameters to be judged and the interview process was made a subjective exercise rather than an objective one, the SIT has found.
“It has come on record that resource persons were asked by almost all PPSC members at one point or the other to take care of a particular candidate,” said the report.
The report also read that the member of the PPSC chairing as single-member board enjoyed undue advantage of allotting up to 40 marks out of 50 for viva voce, with only 10 marks being reserved for the resource person.
