In an attempt to tighten the noose around education colleges blatantly flouting the norms, Panjab University has formulated stringent set of rules. Vice chancellor Prof RC Sobti had constituted an eight-member committed headed by Jasvir Kaur Chahal, a senate member, to recommend changes required for smooth functioning of around 62 affiliated colleges offering BEd/MEd courses.
A majority of these colleges have been accused of not following the rules of University Grants Commission (UGC) and National Council for Teacher Education (NCTE), including those pertaining to salaries and number of teachers to be hired.
Faculty members of such colleges are being paid paltry salaries, ranging from Rs. 6,000 to Rs. 10,000, which is far less than UGC pay scales.
To curb this practice, the committee has recommended that the salaries of faculty members must be paid according to the latest UGC/NCET/PU norms, and through cheque. It recommended that salaries should be paid through electronic-mode from session 2012-2013. Further, it provides for the appointment of faculty to be regulated by the latest NCTE regulation dated July 26, 2010.
Terming both the issues as biggest flaws in the functioning of majority of education colleges, dean of college development council (DCDC) Prof Naval Kishore said the new rules would help in tackling both the issues.
The committee further recommended the process of carrying periodic inspections in such colleges, and whereever the inspections have not been undertaken should be taken up immediately. The committee has urged the vice chancellor to intervene, where the principals of the concerned colleges are not inviting committees for inspection.
A new proforma will also be devised on which the inspection report of all the colleges will be compiled and necessary action recommended against defaulters to ensure transparency and uniformity.
To make sure that the colleges do not indulge in data fudging, the committee has recommended that all the relevant documents of the colleges should be verified by DCDC office to ensure that there were no factual misrepresentations.
Besides, the final consolidated report is to be communicated to the concerned college and the college will be asked to remove deficiencies within a stipulated period laid down by the university. The colleges will be required to submit duly certified documentary evidence for the same to the DCDC office, failing which the university may take action it deemed fit.
The recommendations will be tabled in syndicate meeting scheduled to be held on May 17.
DCDC prof Naval Kishore said the recommendations were formulated after considering each and every aspect and would go a long way in streamlining the functioning of education colleges.
