Recruitment scam: 70 tainted Pb staffers summoned

After the shady appointments of at least 53 who never applied, it is time for the Punjab education department to re-examine at least 70 appointed physical training instructors (PTIs) in schools for their credentials to hold the post.

The directorate of public instructions (DPI)-secondary education has summoned all the 70 tainted appointees as PTI teachers have been summoned to the DPI office in Mohali on Wednesday (August 28, 2012) at 10am.

The district education officers (DEOs) concerned have also been asked to appear at the DPI office on that day with the entire record of the counseling of these PTI teachers who had joined the services in their districts in the past one year.

"All the said employees mentioned in the list (of 70) attached with these orders are directed to be present on 28.8.2012 at the DPI office along with evidence of applying for the job online in accordance with the C-DAC data and other required documents like educational and professional qualifications proving their eligibility,” a deputy director rank officer of the DPI office stated in the order released here on Monday.

The HT had reported a 3-part follow up series on Saturday, Sunday and Monday on the illegal recruitment of at least 70 PTIs, with education minister Sikandar Singh Maluka and DPI secondary education Kamal Garg accepting “irregularities” in these appointments and promising a probe.

The appointment letters carried two signatures, one of the DPI and the other of deputy director of education Pankaj Sharma, who was later shifted to the State Council for Education Research and Training (SCERT) from the DPI’s office.

Pankaj was also a part of the team that had conducted the counseling for the said 849 PTI posts in July 2011, a year earlier than the appointments were actually conducted in July-Aug. 2012.

FIXING ACCOUNTABILITY
The education department is in a fix on however fixing the accountability for such a large lacunae of appointing those who had never applied online, as mandatory.

Unlike the principal secretary school education Anjali Bhawra suspending three senior officials in the wake of the book and science lab kits scam, the government has so far not zeroed in on any employee/official in these scandalous recruitment of the PTI teachers.

So far there has been no official statement of the education minister in the wake of these questionable appointments.

While the DPI had earlier failed to give the details like the educational and other qualifications and the addresses of the tainted candidates, who got the jobs, to the aggrieved parties seeking the information under the Right to Information (RTI) Act, the Monday’s list attached with the orders carried the addresses of almost all the tainted appointees.
