The family of Ruchika Girhotra has decided to file a fresh case against former Haryana top cop S.P.S. Rathore, including abetment to suicide.
“We will file a fresh case for inclusion of Section 306 of the IPC (abetment to suicide). The CBI did not press for inclusion of this section, which could have resulted in a tougher sentence to the accused. I don’t know why they made this compromise,” Ruchika’s father S.C. Girhotra told reporters here on Sunday.
Rathore was recently sentenced by a CBI court to six months in prison and a fine of Rs. 1,000 for molesting Ruchika in 1990, when he was Inspector General of Police.
“After the CBI court announced the judgment, Rathore’s smiling face showed that he had delivered a slap on the face of the judiciary. I don’t want to see him outside jail,” Girhotra said.
“I still remember those days when my son was arrested and I visited every police station in Panchkula but nobody told me his whereabouts. He was not even allowed to attend Ruchika’s cremation. He was released much later. No one from the administration or Haryana government took any action ... Everybody responsible should be brought to book,” he said.
He also said the Sacred Heart School, from where Ruchika was expelled after being molested, was also responsible for her suicide.
Pankaj Bhardwaj, the lawyer who fought Ruchika’s case, said he had never met Veena Girhotra, whose name is mentioned in inquest report, and does not know who is she.
He said he smelt foul play in the report stating that Ruchika died of excessive consumption of slimming medicines.
