Year on, CITCO fails to audit efficiency of employees

Showing scant regard to the order issued by UT administrator Shivraj Patil, the Chandigarh Industrial and Tourism Development Corporation (CITCO) has failed to conduct efficiency audit of its employees.

Taking cognisance of the falling revenue of the corporation, Patil in August last year had issued the direction with an aim to identify the non-performing officials.

The CITCO managing director and the UT home secretary were given the responsibility for conducting the audit and ensuring that inefficient employees were weeded out irrespective of seniority and designation. Subsequently, a committee was constituted, which met just once in January 2014 and suggestions were sought from different units on framing guidelines for conducting the audit.

Efficiency of an employee was to be judged on the basis of his or her annual confidential report (ACR) and performance in their respective units. There are around 1,200 employees working with CTICO, while a workforce of around 500 has been hired on contract through service providers.

When contacted, CITCO managing director Bhawna Garg said they had sought details of non-performing employees from all units, but none responded. Garg, who was recently given the charge of CITCO MD, said she had set a 15-day deadline for all units to comply with the directions.

Over the years, there has been a steep decline in the revenue of the corporation. According to sources, the profit is down due to decrease in the profitability of Hotel Mountview and other flagship units.

In the past, despite fall in the revenue, the management had never held any official accountable for the losses. Besides lack of accountability, wrong deployment of staff is the other main reason for the falling revenue in majority of CITCO units. The issue had been raised with the authorities on several occasions, but to no avail.

Patil had also asked the CITCO management to improve the marketing strategy of the hospitality sector.

The CITCO management is in the process of hiring a strategic consultant with an aim to study the existing systems and propose business system requiring restructuring.
