A local court on Saturday framed charges against 13 people, including 11 dismissed police officials of the Punjab Police, in the Bikramjit Singh murder case.
The court of additional sessions judge Preeti Sawhney ordered the framing of charges against them.
Those against whom charges were framed include dismissed inspector Naurang Singh and dismissed ASIs Gulshanbir Singh and Sawwinder Singh, all of the intelligence wing. They have been charged with the kidnapping, confinement, murder and destruction of the body of the victim.
On May 5 last year, Bikramjit of Algaon Kothi village in Tarn Taran, was taken away from the local Guru Nanak Dev Hospital and kidnapped from Chamrang road in Amritsar by a police party headed by ASI Gulshanbir Singh. He was taken to Batala where he was tortured till death by the police officers of the intelligence wing under supervision of inspector Naurang Singh. The accused police officers then threw the body into a canal near Kiratpur Sahib in Rupnagar district, which was recovered on May 8 and cremated by the police as an unidentified body.
On May 6, a case was registered at Civil Lines police station in Amritsar. A total of 14 people, including 12 police officers, were named as accused. Thirteen of the accused were arrested while dismissed ASI Baljit Singh was declared a proclaimed offender.
Bikramjit, who was undergoing life imprisonment in the Amritsar jail, was admitted to the hospital from where he was taken away on evening of May 5 by the accused police officers without registration of a case and without informing the local police. On May 10, police commissioner Jatinder Aulakh formed a special investigating team (SIT) under supervision of the ADCP (crime).
The SIT presented the challan against the accused persons in court. One of the accused, Deepraj Singh, at whose instance Bikramjit was tortured to death, had moved an application for discharge from the case, which was dismissed on the last date of hearing.
The victim had enmity with the family of Deepraj Singh, whose relatives were allegedly shot dead by Bikramjit and his family near Bhikhiwind in 2002.
The case will come up for hearing on January 31.
