punjab Updated: Jun 11, 2013 22:24 IST

Deputy commissioner Daljit Singh Mangat has directed all departments to ensure that utilisation certificates of grants are submitted in time. He was chairing a monthly meeting of undergoing construction projects in the district with different department heads, on Tuesday.

"Delay in submitting the UCs can lead to stoppage of timely grants. This must be given top priority," the DC said.

In the meeting, Mangat directed the sewerage board and the public welfare department (B&R) to set target dates for completion of undergoing projects.

"We are not giving you the deadline. You define it yourselves and then stick to that. People of the area should not suffer due to inordinate delay in the completion of work. Those, who would be found at fault for causing delay, would be penalised," he said.

The DC also took the serious note of the failure of health department to complete its vaccination targets till the specified deadline.

"I have asked the civil surgeon to look into the negligence and file a report," Mangat told HT.
The DC also directed the officials of agriculture, horticulture, fisheries and health to provide the pamphlets of the schemes and incentives announced by state government at suvidha kendras and all fard kendras of the district.

"Most government schemes have failed to reach the masses due to some stereotyped working of department. These are the places which are mostly visited by the common man hence the provision of publicity material at these places will help people know their rights and schemes," the DC said.

In the meeting, absenteeism by certain department officials were also dealt with severely by the deputy commissioner. "No one from the electricity board, municipal corporation Phagwara, and the welfare department turned up at the meeting and we have no intimation from the officials. This will not be tolerated. All should be present in the monthly review meetings. I am taking up this matter with the secretaries of the respective departments," he said.
