Bathinda police have arrested Ropar SDM Bhupinder Mohan Singh for allegedly issuing fake Registration Certificates (RCs) during his tenure as Bathinda transport officer from April 2012 to May 2013. He was nabbed from Chandigarh during a raid on Thursday.
On August 1, the police had booked three people, an agent, a clerk and a data entry operator at the Bathinda transport office, for issuing fake RCs.
The scam was detected when Bathinda resident Rajwinder Singh lodged a complaint with the police, after he found that a Swift car owned by Sunil Kumar of Rai Ke Kalaan village had been issued the same number that was issued to him for his bike in 1991. The police found that the car owner had been issued a fake RC. The Bathinda police have now found that more than a dozen such RCs are in circulation. The numbers have either already been paid for (allotted earlier) or are invalid numbers.
The agent Rajiv Mittal had been arrested previously. Clerk Raman Kumar, agent Gangateshwar and data operator Baljit Singh are absconding.
The accused have been booked under Sections 420 (fraud), 465 (forgery), 468 (forgery for cheating), 471 (using as genuine a forged document) and 120-B (criminal conspiracy) of the IPC and under Sections 13 (1) (d), and 88 of the Prevention of Corruption Act.
