Prem Singh Bharmauria, former state president of the Himachal Non-Gazette Services Federation, on Sunday demanded from the state government a white paper on the transfers made during the last one year.
In a statement issued here, he alleged that all the transfers made during the period were of political nature and must be cancelled.
In a strong worded statement, Bharmauria said by resorting to mass transfers, the state government had violated the rules and regulations, which pressed the Himachal Pradesh high court to intervene into the matter, cancelling the transfers made on political grounds.
Bharmauria alleged that a transfer business was going on in the state and there was a nexus between politicians and officers on this. The nexus was charging huge money from employees to post them at places of their choice, however, harming to those who had no money to facilitate their posting.
He also demanded action against those who were involved in stealing demi-official (DO) letters from the office of chief minister, and thereby manipulated the transfers of the employees on their whims.
He said if the government didn't take action against such persons, it would be presumed that the DO notes were leaked deliberately to favour certain people.
