Former revenue officer, kanungo jailed for tampering with records

A local court on Wednesday awarded five years' rigorous imprisonment and imposed a fine of Rs 5,000 on then district revenue officer (DRO), a kanungo and three brothers from nearby Kanjali village on the charges of tampering with revenue records of a local gaushala (cowshed).

Chief judicial magistrate Amit Thind awarded the sentence to then DRO Madan Lal, kanungo Daljit Singh and brothers Gurdeep Singh, Surinder Singh and Balwinder Singh.

The case was registered by the city police on the directions of then deputy commissioner Rakesh Verma in 2004.

The gaushala had land measuring 663 kanals, as per land records, donated by the Kapurthala royal family for the welfare of cattle and other animals, but then DRO and kanungo, in connivance with the trio, tampered with the khasra numbers to carve out nearly 206 kanals.

On the complaint filed by some gaushala staff members, Verma instituted an inquiry, which was conducted by the SDM. The probe found revenue officials at fault. On April 2, 2004, a case was registered by the city police under sections 465 (forgery), 466 (forgery of public record), 468 (forgery for purpose of cheating), 471 (using forged document as genuine) and 120-B (criminal conspiracy) of the Indian Penal Code.

All convicted were arrested immediately after the sentence was pronounced.
