The court clarified that valid permits issued by the additional district magistrate for the restricted roads would stand revived forthwith. “These permit holders are permitted to ply their vehicles on restricted roads without any hindrance. An averment has also been made in the application that additional HRTC taxis for women are not being allowed on roads,” the court order read.
The division bench of justice Rajeev Sharma and justice Sureshwar Thakur said, “We can take judicial notice of the fact that women face numerous difficulties while travelling in overloaded special HRTC taxis.” In view of this, the court directed the HRTC to ply at least four more taxis to ferry women exclusively on its prescribed routes to minimise the inconvenience and difficulties faced by them.
The court also directed the police department to ensure that there was no idle parking on the roads in the territorial jurisdiction of the Shimla municipal corporation. Police authorities were also directed to barricade the Simla Club road to prevent people from going beyond the club towards the HPTDC lift.
