Incentive speeds up police verification for passports

A token of appreciation can do wonders. The sudden speed in police verification (PVR) for passport making in the Doaba region has proved it.

After reports of undue delay in issuing PVR certificates from the police stations in November last year, the regional passport of ficer at Jalandhar wrote to the additional director generals of police (law and order) and ADGP (intelligence), clarifying the rules of remuneration that the police get for verification.

The ADGPs were asked to get the offices of senior superintendents of police ( SSPs) and police commissioners to complete verification within 20 days for better remuneration from the union ministry of external affairs (MEA). If the verification is done later, the police get only Rs 25 per passport; but if they do it earlier, they make Rs 100 per passport.

Since the money generated from the verification goes to Punjab Police Housing Cor poration for the welf are of the force, the message was driven home and the performance improved significantly. The PVR revenue in the Doaba region, only Rs 4.2 lakh in 2012, jumped to Rs 1. 22 crore in 2013.

“After the RPO clarified rules to the ADGPs, there was a sudden improvement in the time taken for police clearance to passport applicants,” said regional passport officer Harmanbir Singh Gill. May’s PVR data collected from the re gional passport office here suggests that of more than 15,500 applications for verification, nearly 15,300 were cleared within 20 days.
