The revelations made by an inmate over phone to deputy superintendent of police (jails) Vikramjeet Singh Panthe are set to create a controversy over the functioning of jail department and the mushrooming of drug network in Kapurthala jail with connivance of senior police officials.
As many as five call recordings between Panthe and an inmate have surfaced at a time when the jail department is already embroiled in controversy over the transfer of Kapurthala jail superintendent Paramjeet Singh Sandhu. Sandhu was transferred to the high-security jail, Nabha, by Punjab jails minister Sohan SinghThandal himself on August 26 over serious allegations of tampering with jail records, but was deputed again in the same jail by the department within eight days of the orders.
The phone recordings, which are in possession of Hindustan Times, show that the calls had been made by an inmate to Panthe in the second week of July after Panthe sustained serious injuries in an attack by two unidentified bike-borne persons who fire three bullets at him when he was going to Kapurthala with his wife in a Toyota Innova on June 27.
As per the conversations, the inmate claimed himself to be a well-wisher and said that chitta (white powder) was being openly sold in the jail and consignments of chitta worth several lakhs arrived in the jail when Panthe was undergoing treatment at hospital.
The inmate said Telly, another inmate in the jail, had good relations with "saab" and `2-3 lakh was being given to 'saab' for selling chitta in the jail. "The money also goes to higher officers in the jail," said the inmate to Panthe.
"A particular lobby and 'saab' did not want you (Panthe) to work in the jail due to your upright approach and it was difficult for them to move drugs freely in your presence," claimed the inmate. However, in these recordings, he has not revealed name of 'saab', whose name is still a mystery.
He said life had become a hell in the jail due to the drug network and appealed Panthe to take some action. "You had registered cases against inmates who were either found using mobiles, drugs or sent them to the isolated cells (also known as chakkis) as punishment and they had planned to eliminate you," the inmate revealed.
The phone conversations also reveal the inmate saying that a HTC phone of Telly had been kept in the drawer of saab's table so that he could get the vital information about the drug network. Further, the inmate alleges that former Congress councillor Sukhmeet Singh Deputy, who is in Patiala jail, and his accomplice Jatinder Mand, Telly in Kapurthala jail, Nachhtar in Hoshiarpur jail and member of Jaggu's gang were involved in the attack in connivance with the jail officials.
Jail superintendent Paramjeet Singh Sandhu did not respond to calls made to him, neither did he respond to the message sent to his mobile.
