The state Congress president has been asked to support his allegation of Rs-25-crore scam in Punjab Technical University (PTU) and Partap Singh Bajwa has welcomed the opportunity.

Punjab governor Shivraj Patil on Wednesday asked Bajwa to submit an affidavit of his corruption charge against vice-chancellor (V-C) Rajneesh Arora. On Friday, MP Singh, Patil’s principal secretary, had conveyed to Bajwa that his complaint had been received.

State Congress chief Bajwa had also demanded that the case be assigned to either the Central Bureau of Investigation (CBI) or a sitting judge of the Punjab and Haryana high court. “The complaint should be supported by proper documents to ensure that it not unsubstantiated and frivolous,” the governor conveyed to Bajwa through the principal secretary.

Bajwa’s letter had been forwarded to the state government for action, said MP Singh. Bajwa had submitted the complaint to Patil, who is also chancellor of the PTU. “The governor’s asking for affidavit suggests that the investigation will be conducted. We will submit the papers to substantiate the corruption allegations against the V-C, a former state vice-president of the RSS (right-wing Rashtriya Swayamsewak Sangh), and not rest until he is dismissed,” said Bajwa.

“I had accused the BJP (Bharatiya Janata Party), RSS and PTU-VC publicly but they haven’t responded. Their silence is their admission,” said the Punjab Congress president.

Vigilance bureau chief director Suresh Arora had submitted a high-level-inquiry report to chief secretary Rakesh Singh after concluding that prime facie a case of corruption was made out, said Bajwa, adding that chief minister Parkash Singh Badal, who also held the vigilance portfolio, was sitting on the file under the BJP’s pressure to save Arora.

Bajwa’s posers to Badal
Why Badal did not act on Vigilance Bureau report about PTU scam despite him being the vigilance minister?

Why Badal lied on the land of martyrs – Khatkar Kalan – that too on Shaheed Bhagat Singh’s martyrdom day—by first admitting receipt of corruption complaints against the VC, assuring examination of the VB report and not sparing anyone irrespective of political affiliations to later retract, saying there was no VB report in PTU scam?

Why chief secretary’s orders to terminate VC’s friend Praveen Kumar’s contract has not been implemented during past one year? Instead Praveen Kumar was paid Rs. 17 crores negating the CS orders. What kind of governance it is, where CS orders were not being implemented by the VC?

Why deputy chief minister Sukhbir Badal and his father failed to order audit of PTU despite making announcements?

Why the PTU handpicked favourite firms without inviting tenders for awarding contracts worth crores of rupees?

Why answer sheets scam in PTU was not investigated till date?
