Disabled want permanent not need-based arrangement

Living with a disability is not a scholarship to heaven, but is certainly a path for learning to value our lives, love, and the small things.

Despite of the Supreme Court orders, the regional offices of the district have failed to ensure requisite facilities to the disabled.

No set mechanism is there for the disabled in most of the offices but officers claim to have provided need-based assistance to incumbents in their offices.

Hindustan Times does a reality check on various public places, offices and hospitals to find out what facilities have been provided for the physically-challenged in the city.

Worst is the case of the municipal corporation, where all offices are situated the upper storeys of the building. The lift has been installed but it has been running out of order for over more than two years.

 "It is impossible for the physically challenged to use stairs. Despite of several reminders, the situation is not improved," Rajinder Singh Rahelu, a local resident said.

"The MC officials should be heavily punished for the wilful apathy towards disabled," he said.

At the district administrative complex, the situation is somewhat better. Several requisites such as ramps, lifts, special urinals and wheelchairs are found for the disabled.

Even at the Jalandhar civil hospital, where infrastructure shortage due to financial crunch has become its trademark, lifts are there for the disabled. The Kapurthala civil hospital provides ramp till the last floor of multi-storeyed building for the physically -challenged.

Even at the railway station and bus stand, provision of ramps and wheelchairs is there. Thanks to strict guidelines by the election commissioner, ramps are found at most of the schools, especially where polling booths were set up.

While interacting with HT, students of deaf and dumb school conveyed of sub-standard healthcare facilities for them due to lack of specialists in their communities.
