Notices to chief secy, others over wrong info in practical notebooks

In a legal notice to the state chief secretary, education secretary and present director general, Sarv Shiksha Abhiyan Authority, Punjab, on behalf of his client retired head master Om Prakash Goyal, lawyer HC Arora has sought action against former director public instructions (DPI) Punjab for approving 25 practical notebooks for classes 6 to 10 for this academic session.

The notice states that physical education practical notebooks for physical education of Class 9-10 does not contain any syllabus or guidelines or distribution of marks as mandated by the Punjab School Education Board.

“Students have been deprived of the vital information by the publisher of this practical note book,” said Arora.

Illustrating alleged mistakes, he said that at page number 7 of the book under the caption 'Hurdle races', 100-meter hurdle-race for girls, which is in the syllabus, has not been explained . However, 200 meter and 400 meter hurdle races for girls have been explained, which are out of the syllabus.

He added, “On page 6 under the heading 'Track Events', races mentioned are 100, 200, 400 and 800 meter. However, two other races, namely 1500 and 3000 meter races which are part of the syllabus have been left out. On page 8, the reference has been made to 'Triple Jump', yet the event has not been explained at all.”

He claimed that other things like length of table tennis net, weight of cricket ball, weight of discus in discus throw meant for boys is wrongly provided in the book.

Mistakes have also been found in the practical notebook of science and math activity of class 9. In a notebook of math activity (class 10), income tax rates mentioned are incorrect.

"The practical notebook of computer science of class 10 covers only 3 practical topics (for six months only) while there are 5 topics in the annual syllabus,” Arora added.

"Even the marks distribution or guidelines as prescribed in the syllabus for science by PSEB have not been printed in the note book,” he claimed.

"The defects are sufficient to show that the five practical notebooks have been approved by the office of director public instructions (DPI) Punjab, Chandigarh, without thought. Dpi officials also recommended these notebooks. The notebooks should be immediately withdrawn from government schools. Guilty officials should be brought to book.”
