Aam Aadmi Party (AAP) leader Sukhpal Singh Khaira on Tuesday challenged Punjab Congress president Capt Amarinder Singh to an open debate on the SYL issue.

Khaira said the AAP is committed to protecting the riparian rights of Punjab, adding, “The then Prime Minister Indira Gandhi made an unconstitutional move in 1976 to award 75% of Punjab’s waters to non-riparian states of Haryana, Rajasthan and Delhi.

On April 6, 1982, she started the SYL canal at Kapori village, leading to a mass agitation which pushed Punjab into days of terrorism. The Amarinder government introduced the Ter mination of Water Agreement Act, 2004 in the Vidhan Sabha, to be rejected by the President.”
