The Haryana Lokayukta justice Pritam Pal (retd) on Monday asked the administrator, Haryana Urban Development Authority (HUDA), Gurgaon, PC Meena, to redress the grave complaints of residents against the builders of two particular private colonies.
Stating that after receiving complaints from the residents, he along with the members of Sheetal Residents Welfare Association, Sector 51, and the residents of Mayfield Gardens, Sector 51, Gurgaon, visited the spots on April 19, 2014, justice Pal said that the condition of roads was found to be deplorable and worse than "kucha street of a village".
Justice Pal also referred to the complaints pertaining to lack of the basic amenities such as water and electricity, and said that he was informed that many a times, potable water was purchased from private water tank owners. Besides this, the places meant for common purposes like dispensary had also not been developed by the builders, he said and added that the upgradation of electric sub-station was also hanging fire since long and no tangible progress had been made in that regard.
"The allegations leveled in the complaint appeared to be serious and of grave nature, as substantive action had not been taken so far against the colonisers and builders for violation of terms and conditions agreed upon between the parties at the time of issuance of licences," justice Pal said, adding that it was alleged that in spite of serious violations their licences were being renewed without looking into the deficiencies in service at the spot.
Entrusting the matter to Meena to take all the grievances of the inhabitants for redressal under Section 14 of the Haryana Lokayukta Act, 2002, justice Pal said that Meena would have all the powers of civil court while trying a suit in the context under the Act.
Hoping Meena would be able to redress all the genuine grievances of the residents within two months, justice Pal has also sought a detailed action taken report on or before July 7, 2014.
