ETT teachers recruitment scam: Uauthorised officials issued certificates to candidates to grab jobs

Not only the employees of Zila Parishad, but officers of other departments also helped some ETT get jobs using forged documents and certificates. Interestingly, the fact was highlighted in 2010 in the preliminary investigations conducted by the then deputy commissioner of Moga.

The report was submitted to the government, but no action was taken. In preliminary investigation, the Moga DC had named five teachers who managed to get jobs on the basis of forged documents.

Three years down the line, the CIA staff of police commissionerate have registered a case under sections 420, 465, 467, 468, 471 and 120-B of the IPC against the five teachers at Division 8 police station. The police have also booked a headmistress, a Punjab State Power Corporation Limited (Powercom) officer, sports officers and some employees of Zila Parishad.

The ETT teachers who have been booked by the police are Sukhwinder Kaur, Kamaljit Kaur, Rekha, Surjit Kaur and Ranbir Singh. Among the booked officials are principal of government school at Chawni Mohalla Balwinder Kaur, retired superintendent of Punjab Agriculture University (PAU) Baldev Singh, assistant librarian of PAU S Verma and employees of district sports department Sudesh Kumari, Surinder Kaur and Gurjinder Singh.

According to police officers investigating the matter, as per the preliminary investigation it has been found that Sukhwinder Kaur of Haibowal had applied for the ETT teacher's job in Zila Parishad under the general category and she could not make it. Meanwhile, the Zila Parishad had issued an advertisement inviting applicants to submit objections till December 12, 2006. Sukhwinder Kaur had filed objection to change her category from general to sports.

She then submitted photocopies of sports certificates attested by PSPCL XEN MP Singh (then SDO), saying that her original certificates were with a consultancy agency of Mohali. MP Singh is said to be her relative. The police officials said no gazzetted officer can attest certificates without checking the original ones, but in this case the officers overlooked the rule.

The candidates were supposed to submit two character certificates attested by gazetted officers, who shouldn't be the candidate's relative. Sukhwinder Kaur had violated this rule too. She got issued character certificate issued by headmistress of government school, Chhawni Mohalla, Balwinder Kaur, who is her sister. The second character certificate she used was issued by Baldev Singh, superintendent at PAU, who did not hold gazzetted post and thus not authorised to issue the certificate.

The employees of sports department issued the certificates of participation in sports. The certificates were unnumbered and were issued by Grade 3 staff of the sports department, who were not authorised to do the same. The Zila Parishad officers overlooked the anomaly.

CIA in charge inspector Ashok Kumar, who has been investigating the matter, said the police have been verifying the documentary evidence and would summon the accused to join investigations.
