Property tax implemented, unit value not fixed

Even when the unit value for the property tax has not been fixed, the municipal corporation claims that the tax has been implemented in Ludhiana from Monday.

The meeting for setting up of the unit value, which is a prerogative of the deputy commissioner, is not taking place for a long time.

PS Ghuman, joint commissioner of municipal corporation, said, “As per the Act that has been passed in the state assembly, property tax has been implemented in Ludhiana from April 1.”

He said that the meeting on unit value of the eight zones for property tax would be fixed by the deputy commissioner.

Interestingly, the meeting on the unit value has been postponed and re-scheduled several times in the past but nothing concrete has come out of it.

Ghuman stated that even if the unit value had not been set, the property tax of residents would be assessed from April 1. “When the unit value is fixed for the eight zones of property tax, residents will be asked to pay the tax from April 1. Tax has been implemented from Monday,” said Ghuman.

It is important to mention here that the survey for the property tax is running behind the schedule as there are a large number of areas that are still to be surveyed.

Punjab Remote Sensing Centre (PRSC) is conducting the physical survey for personal details of city residents for levying of property tax. A company namely The Providers Informatics Pvt Ltd is conducting the survey on behalf of the PRSC. A source in the company said, “The survey will take at least five more months to be completed as the area is vast and has to be surveyed physically by visiting each and every house.”

Unit value is an essential element of the property tax on the basis of which the tax would be assessed in eight different zones of the city.

The first meeting of MC officials and local MLAs among others with the deputy commissioner on the unit value took place on February 28 that was boycotted by the Congress leaders on the pretext that they were not taken into confidence before putting different areas of the city in eight zones.

The deputy commissioner that day fixed the bandwidth of the unit value of different zones between Rs. 20,000 and Rs. 2 lakh. However, later the DC sent back the file to the MC Commissioner and local bodies department, stating that rework was required to put different areas of the city in the eight zones.

Later the meeting was fixed on March 11 that was also postponed to March 16. However, even the meeting on March 16 did not take place.
