With the state government ordering transfers of Indian Administrative Service (IAS) and Punjab Civil Services (PCS) officers on Friday, Gopal Krishan Singh will join as the new municipal corporation (MC) commissioner on Monday as the outgoing commissioner Pradeep Kumar Agarwal has been posted as director general school education, Punjab.

Once again the MC commissioner has been transferred within a short span of time as Agarwal had joined as commissioner in June. Gopal Krishan Singh will be the fifth MC commissioner this year.

Earlier, Rahul Tewari served as commissioner till February, while Shruti Singh served on the same post from February 17 to May 2014. Orders of Dr Basant Garg as MC commissioner had come replacing Shruti, but were revoked.

Talking to HT, Gopal Krishan Singh said, “After being relieved from the office of DGSE, I will join as the MC commissioner on Monday.”

Gopal Krishan did his schooling from Government High School Lohtbaddi in Ludhiana. Earlier, he has served as Patiala deputy commissioner from April 2012 to May 2014 and then he became the chief administrator of PUDA, Patiala. In June this year, he was appointed as director general, school education.

It has been learnt that Agarwal had made efforts to bring improvement in functioning of MC, but sources say political interference was creating obstructions. In the recently held MC House meeting, some councillors were also seen giving unlawful suggestions but Agarwal rejected them.

According to sources, some political leaders also wanted Agarwal’s transfer. An MC official said, “Whenever an official starts understanding the working of projects then he/she is transferred. The city will get developed when it gets a commissioner for long term.”

Talwinder Singh, a resident, said, “We want that the newly appointed commissioner should take initiative to resolve the civic problems on priority basis. .”
