How he performed

He works in the traditional style wherein work of partymen comes first and development later. His opponents within the SAD and in the opposition say he uses police as a tool. He failed on the education and health fronts. Shahkot, which was accorded sub-division status 18 years ago, does not even have a government high school! A bridge over Sutlej at Giddarpindi is his big achievement. Shahkot town has no civil hospital though almost every sub-divisional headquarters in Punjab has one. It only has a community health centre. The MLA counts provision of sewerage in Shahkot and Mehatpur as his work. Civic amenities in the area are in a bad shape, and the sand mafia and property mafia operate with impunity.

“Though he had spent crores, he could not do as much was possible given how senior he is. But his connect with the people is exceptionally good,” Jaswinder Kaur, 35, housewife, said.

“The MLA failed to do much for the youth as he didn’t generate jobs or provide better sports facilities. He attends every social function, but is a failure at improving education,” Sukhpreet Singh, 22, student, said.

How he performed

Avinash Chander’s second tenure as legislator remained embroiled in controversy over his repeated summoning by the Enforcement Directorate in connection with the Bhola drug case. Not just to him, the ED even issued summons to his wife Santosh Kler and brother Steven Kler. However, despite much pressure on the Badals to remove him as a CPS, he continued on the post until the very post was struck down by court. Later the SAD appointed Baldev Khaira, who joined from the BSP, as halqa in-charge, signalling that he may not get the ticket. On development front, though, Chander got the first degree college for Phillaur. An ITI and a driving school were set up too. Other works include toilets, and sewerage in Goraya and Phillaur.

“He failed to do much for the area but remained in the headlines, for negative reasons. He was not easily approachable and failed to check corruption,” Ajay Taak, 31, shopkeeper, said.
