Municipal Corporation wakes up, takes action against tainted official

At last the municipal corporation (MC) of Ludhiana has taken action against one of the officials who was under scanner and serving despite showcause notices issued against him by the MC.
The MC issued the orders to transfer Lal Singh who was working in the health wing of the corporation on Monday. Singh was awarded a two-year punishment by the court and a penalty of Rs 5,500 in 2009.
Hindustan Times had reported that 25 officials who were under scanner were still working at positions involving public dealing.
Dr Charanjit Singh Uppal, head of the MC's health wing, issued orders to transfer Lal Singh on Monday and posted him in the receive and dispatch section of the wing.
"I have issued orders after taking note of the report published in Hindustan Times. The official was under scanner as an inquiry was going on against him since 2009," Uppal added.
"An official cannot work on the same position if he charges are framed against him in any case" he said.
The fact regarding officials under scanner working on public dealing posts came to the light after RTI activist Ravi Sharma asked the MC for a list of officials against whom vigilance and departmental inquiries were going on.
Even local bodies minister Bhagat Chunni Lal had said he would take action against officials against whom departmental inquiry was going on.
"The tainted officials will not be allowed to continue on the posts of public dealing. It has come to light that many of them are working on important positions of public dealing despite vigilance and departmental inquiries going on them," the minister had said.
Interestingly, former MC commissioner MS Jaggi had issued a notice to Lal Singh and asked why he should not be suspended from his post as allegations against him were apparently true as a result the court awarded him with punishment. However, no action was taken despite the show cause notice.
MC commissioner RK Verma was also aware about the tainted officials and had taken a note after the matter came to the light.
The vigilance department as well as the local bodies department had failed in taking any action against these officials which was evident from the fact that inquiries against some of them were going on for the past 12 years. Many employees include senior officials of the MC who later retired.
Many of these tainted officials are based in the house tax department which is directly related to the public dealing and recovery of fee from residents.
