Gobind Paswan, 23, who is married and father of a month-old girl, has confessed to the crime. He is a driver with the contractor of a canteen at Punjab Agricultural University.
Police commissioner Paramjit Singh Gill said as the matter was sensitive the police were investigating it scientifically and were observing the activities of people dwelling in the area. The activities of Paswan were suspected, he said.
"Zeroing in on the suspect, the police initiated investigation and nabbed him. When the police questioned him, the accused confessed to his crime," said the commissioner.
On September 9, the accused had drinks with his father Laddu Paswan and father-in-law Sunil Paswan. Under the influence of liquor, the accused entered the house of the victim, where she was sleeping with her mother. He abducted her, took her behind the nearby trees and raped her. Then he threw her on the roadside and came back.
"To avert the attention of the police, the accused remained calm but used to keep a close eye on the activities of the police," the commissioner said.
The victim has been admitted to the Post Graduate Institute of Medical Education and Research, Chandigarh. She underwent a surgery and is recovering now. She was abducted on September 9 and was traced on September 10.
The police had formed a special investigative team led by additional deputy commissioner of police, city-1, Nilambari Vijay Jagdale, ADCP (crime) Paramjit Singh Pannu, ACP (crime) Gurbans Singh Bains, ACP (central) Ramneesh Chaudhary and Division No 4 SHO Vinod Kumar.
After the case was highlighted by the media, the police interrogated around 60-70 people who lived in the slums or used to visit slums.
