Panjab University in talks with Haryana over affiliation of colleges

The vice-chancellor of Panjab University (PU), Professor Arun Kumar Grover said that the governors of Punjab and Haryana were interested in including more colleges under PU.

The vice-chancellor of Panjab University (PU), Professor Arun Kumar Grover, on Tuesday confirmed that the varsity was in touch with Haryana government over affiliation of their colleges by PU.

“A meeting has taken place. Now, I have to meet principal secretary of higher education in Haryana,” said Professor Grover.

Around two weeks back, a meeting took place between Professor AK Bhandari, former dean university instructions (DUI), PU, and officials of Haryana higher education department. “Now a proposal is being prepared, which will be finalised in meeting between the V-C and principal secretary,” said Prof Bhandari.

Haryana government had submitted before the Punjab and Haryana high court, in the ongoing case over varsity’s financial crisis, that it has “an interest and stake in the university and it would like to help it in the financial crisis and also to associate itself with it over other affairs. It is submitted that parleys shall be held between the principal secretary to Haryana government, department of education with the vice-chancellor of the university.”

The V-C added that the governors of Punjab and Haryana were interested in including more colleges under PU.

“The radius has to be fixed. The colleges from Mohali and Panchkula could be included. A partisan view can’t be taken. Before deciding the ambit of PU, it has to be seen that aspirations of people shall be met,” he said.

He reasoned that there was so much rush for Chandigarh colleges but no one wanted to go to colleges in Mohali and added that students were ready to travel 25-30 km for PU-affiliated colleges. He pointed out that if there were 18 colleges in Chandigarh then neighbourhood could have more colleges. “We have to take a decision before July 11 when there is a court hearing,” he said.

The vice-chancellor however said the issue needs to be looked from the view of enhancing the region’s education potential. “Do not see this from the angle of financial earnings. Though earlier students were paying examination fee somewhere else, now they would pay to someone else. It is actually a developmental issue. Earlier all these colleges were part of PU. The central government has to be convinced that it needed to be done. The governments have to respond to the needs of the people. One has to take a correct decision,” he added.

P’kula MLA supports Haryana colleges’ affiliation with PU

Panchkula MLA, Gian Chand Gupta, had written to Haryana CM Manohar Lal Khattar for affiliation of colleges in Panchkula and Ambala with PU.

“The Panjab University is a joint property of the Punjab and Haryana government and situated in the Union Territory of Chandigarh. Being situated in the joint capital of Punjab and Haryana, the Haryana government has claim for original status/share in the Panjab University and colleges situated in the districts of Panchkula and Ambala may be affiliated to this university. While restoring the share in PU, Haryana will have to share the burden of only nominal amount to be paid to PU and this can be a big achievement of the Bharatiya Janta Party government in Haryana,” says his letter to Haryana CM.  

He added that the central government provides 92% of PU budget and “Punjab government provides only nominal amount whereas the maximum colleges of Punjab state are affiliated with this university”. He had asked for taking up the matter with home ministry for restoring the share of Haryana in PU.
