The police claim to have arrested alleged parole jumper Sukhwinder Singh from Delhi on July 3. A press release of Ambala- Panchkula police commissioner, on Wednesday, claimed that Ambala resident, Sukhwinder, was convicted in connection with rape and abduction of a German woman for 20 years and was lodged at Chandigarh's model jail. Sukhwinder was given 43 days parole from July 18, 2013 to August 30, 2013.
The convict did not return to jail on August 30, following which an FIR on September 27, was registered against him at Saha police station under the Haryana Prisoner Good Conduct Act 1962.
An investigating team under the supervision of assistant commissioner of police (ACP), Barara, was constituted to nab Sukhwinder, read the press release. It added that an award of `50,000 was also announced.
The press note also said the high court had taken a serious note on bail jumpers in Harpreet versus UT Chandigarh case, and on June 20, it had fixed a deadline for nabbing Sukhwinder and the case was adjourned for July 7.
* The Case
A German woman was allegedly abducted from a Chandigarh hotel by a group of youths and was raped in September 2008. Following complaint, the accused were booked under sections 365 (kidnapping or abducting with intent secretly and wrongfully to confine person), 366 (kidnapping, abducting or inducing woman to compel her marriage), 376 (2) g (gang rape), 323 (voluntary causing hurt) 506 (criminal intimidation) and 473 (making or possessing counterfeit seal) of the Indian Penal Code (IPC) on September 26, 2008, at Chandigarh police station.
