School detention: Cops claim students not confined, CID suggests otherwise

A day after some students were allegedly confined in a library at Budha Dal Public School over the issue of non-payment of fee, the local police on Wednesday claimed that no such thing took place even as a CID report suggested otherwise.
Moreover, the police gave the clean chit to the school management without even recording the statements of students or their parents.
Reacting sharply to this, the parents have decided to approach the Punjab director general of police (DGP) against the local police’s move.
They said that they had the video footage of students being confined and they will move the court to get justice.
JS Sodhi, adviser of the parents’ association, said they will file a petition in the court seeking criminal case against the school management for detaining the students inside the library.
Division number-2 police station station house officer (SHO) Satnam Singh said they have given the clean chit to the school on the basis of the footage captured in a CCTV camera installed inside the library, where it was seen that the students were playing.
On the other hand, an intelligence report prepared by the Crime Investigation Department (CID) found that 40-50 students were confined in the school library.
It also mentioned that following confinement, three students fell unconscious and had to be shifted to the Rajindra Hospital.
CID inspector Naas Ram of CID said they had sent the report to senior officials.
Admn yet to initiate probe
Despite marking an inquiry, the district administration is yet to initiate an inquiry. Deputy commissioner Rambir Singh said the transfers of officials resulted in probe delay. He said an inquiry was marked to the sub-divisional magistrate (SDM) and the district education officer (DEO secondary). The inquiry got delayed due to the SDM’s transfer, he said.
However, Patiala DEO said she was not aware of any probe that was marked to her.
Police functioning questionable
Police have to record the statement of a minor in such incidents in the presence of the magistrate.
A minor’s statement thus recorded can be considered the witness’ statement during the trial.
