An associate professor in the department of civil engineering at Punjab Agricultural University (PAU), who was chargesheeted in September 2012 for various financial irregularities committed by him, has been slapped a show-cause notice by university registrar PK Khanna on January 31.
As Deepak Gupta had denied the charges against him, vice-chancellor BS Dhillon appointed an inquiry committee. The committee, comprising three members, was headed by Dr Neelam Grewal, former dean of the college of home sciences. The report found various irregularities by him during the execution of the projects.
According to the report, the sizes of the four greenhouses constructed at different krishi vigyan kendras was reduced from 120' by 45' to 96' by 32'. It says he was responsible for making running payments to the contractor even before getting approval of the tender purchase committee for changing the brand of the 8 mm triple-layered polycarbonate sheet from GE Lexan to Palram Sunlite. Later, it was found that the sheet (Palram sunlite) used in the construction of greenhouses was inferior to the Lexan sheet.
The report says Gupta had concealed the fact from members of the tender purchase committee that Rajdeep Agricultural Products, New Delhi, to whom the work was allotted was sales distributor for the whole country for products such as Sunlite ISO 9002 multi-wall carbonate sheet and suntuf corrugated sheet used in fabricating/installing greenhouses and for other agricultural purposes. He misled the tender purchase committee and got recommended Palram Sunlite sheet to benefit Rajdeep Agricultural Products.
The report says he must give explanation within 15 days of the show-cause notice issued to him.
When contacted, vice-chancellor BS Dhillon said, "I am awaiting a detailed explanation from Gupta and will take a decision after that."
Despite repeated attempts, Gupta was not available for comment.
