After giving relief from the permanent address as a valid document for applying for a passport in 2014, the ministry of external affairs has made a provision where one can use rent deed, even where one is staying for less than a year as a valid document to apply for a passport. The notification in this regard has been sent to all passport offices.
“Applicants are required to submit the proof of address of the present address only, irrespective of the date from which he/she has been residing at the given address. However, he or she is required to mention all the places of stay during the previous one year in the passport application and personal particular form generated for police verification,” the notification issued by the ministry of external affairs states.
Meanwhile, police verification, if applicable, will be conducted from all places of residence during previous one year.
Regional passport officer Harmanbir Singh Gill said, “Nowadays, many young people are switching cities for jobs and study. Due to this, many people are finding it difficult to produce a document certifying their stay at a single place for one year. We have seen many such cases.”
The notification on the same was issued by the ministry of external affairs on June 20 last year, but it has not been implemented in principal till date at various places since the changes were not upgraded in the PSP portal (Passport Seva Portal), claimed RPO officials at the Jalandhar branch.
A letter dated September 8 from the ministry of external affairs has notified all passport offices to make it clear that one-year-old proof of address is not required and that the addresses proof — irrespective of date of issue — can be submitted by the applicants.
In case the applicant stayed at the present address for less than one year, he/she has to merely furnish other addresses during the last one year and no address proof for the old addresses. The use of rent deed for one year as a valid proof of passport application was notified in 2014.
