The Haryana government on Monday placed under suspension Sonepat naib tehsildar Ravinder Singh Malik for non-delivery of registered deeds to the land buyers.
An official spokesperson said that many complaints regarding non-delivery of registered deeds were received by the Rohtak divisional commissioner. Acting on these complaints, he conducted a raid at the Sonepat tehsil office where a large number of registered deeds were found lying unsigned in the room of registration clerks. These registered deeds related to January 29 and 30, he said.
He said that despite a lapse of 18 days in some cases, the signatures of joint sub-registrar were not affixed on sale deeds due to which such documents could not be delivered to the public.
About 250 such unsigned and undelivered documents were found. These documents had registration dates of January 29, January 30, February 9, February 10, February 11, February 12 and February 13.
According to the existing system of registration, different weeks were fixed for tehsildar and naib tehsildar to carry out registration works and it was found the all the pending deeds were to be registered by naib tehsildar Ravinder Malik.
He said that as per registration manual, applicants were entitled for getting the registered deed promptly and if immediate delivery is not possible then sub-registrar or joint-sub-registrar would intimate the time when would be delivered.
The present appointment management system (AMS) running in tehsils also has a mandate of delivery after 3pm on the same day. "Malik's non-delivery of deeds after so many days is gross negligence and malafide intention cannot be ruled out at this stage," the spokesperson said.
