Punjab Rice Millers' Association president Tarsem Saini has requested the commissioner, food, civil supplies and consumer affairs to issue instructions to the state agencies against withholding amount out of security deposit at the time of finalising the custom milling charges.

Association's senior office-bearer Nakesh Jindal told mediapersons on Saturday that the issue regarding the retention of 10% amount out of security by the state government and its agencies has been discussed with the commissioner on various occasions, but the things have not improved in the field offices.

While finalising the bills of custom milling by the state agencies at the district level, 10% security amount is withheld on the plea that recovery charges for gunny bags have not been finalised, whereas 60% cost at custom milled rate is recovered from the millers, out of the gunny bags left over after the milling.

The Food Corporation of India also follows the pattern of the Punjab government for the recovery of gunny bags. The association has requested the commissioner to refund the withheld amount of previous years.
