SHOs apprised of victim compensation scheme

The District Legal Services Authority, Amritsar, held a sensitization programme for making Station House Officers of different Police Stations falling under Commissionerate Amritsar aware about the Victim Compensation Scheme framed by Punjab Government under Section 357-A Cr.P.C.

Addressing the gathering, Arun Kumar Aggarwal, Secretary, District Legal Services Authority, said that under Section 357-A Cr.P.C (inserted vide Criminal Procedure Amendment Act, 2008) every state government in co-ordination with the Central Government was to prepare a scheme for providing funds for the purposes of compensation to the victim or his dependents who have suffered loss or injury as a result of crime and who require rehabilitation.

"Accordingly through a notification dated December 8, 2011, the Department of Home Affairs and Justice, Government of Punjab, has framed the Punjab Victim or their Dependents Compensation Scheme, 2011, which provides that Punjab Government shall allot a separate budget for the fund every year and this fund shall be transferred to State Legal Services Authority, who shall distribute the amount to the District Legal Services Authorities," he said.

He added that under this scheme the victims of crime or their dependents could get compensation from District Legal Services Authority, Amritsar. "SHOs were made aware that the maximum limit of compensation in case of rape is Rs.3 Lacs, murder with rape is Rs. 4 Lakhs, compensation for victims of human trafficking, child abuse and kidnapping is Rs.50,000, compensation for simple loss or injury to a child victim is Rs.10,000, while that for rehabilitation of women and children is Rs.20,000," Aggarwal said.

"In case if victim of acid attack the compensation up to Rs.3 Lakhs can be awarded in case of disfigurement of face and in cases of other injury in such cases, compensation amounting to Rs.50,000 can be given to the victim or their dependents," he maintained.

Aggarwal further said that the SHOs were also duly explained the procedure for getting compensation. "The victim or their dependents can move an application in the office of District Legal Services Authority, Amritsar at District Court Complex, Alternative Dispute Resolution Centre, Amritsar," he said, adding that the SHOs were requested to guide the victims or their dependents in this regard to avail the benefit under the scheme.
