Take action against encroaches or face music: joint commissioner to MC supdts

Municipal corporation joint commissioner Isha Kalia has sought an explanation from superintendents of all four zones with regard to fine imposed and FIRs registered against habitual encroachers in the city so far.


While listening to the issues being raised by non-government organisations (NGO) during a meeting here on Friday, Kalia expressed wonder over what was stopping the MC officials from taking action against encroachers in the city.

Seeking a report on number of habitual encroachers fined and FIRs registered as per the orders of the Punjab and Haryana high court, Kalia said action would be taken if officers were found not performing their duties.

She was reacting in response to several instances of non-compliance of complaints against the encroachments by the NGO representatives.

The NGO representatives said despite clear instructions from the high court to levy fine of Rs 500 on daily basis or Rs 10,000 per week on the habitual encroachers, who were not removing encroachments despite being removed from the places earlier, no tangible action had been taken yet against them.

Social activist Prannath Bhatia complained that despite regular complaints, MC was not taking action against encroachers in Sufian Park.

The issue of regularisation of an encroachment of a wine shop of 20 x 60 square feet for a liquor shop in Chawani Mohalla brought much embarrassment to the authorities when RTI activist Rohit Sabharwal showed an RTI reply from the corporation declaring the structure an encroachment, but regularised the same in violation of norms.

Having no answer to the issue, Zone A superintendent Rajiv Bhardwaj said there was a lot of political pressure on this issue. However, he couldn't specify the name of the persons exerting political pressure.

Zone C superintendent Ranjiv Kumar and tehbazari wing superintendent Navin Malhotra said they had made several complaints to city police to register FIR against encroachers, but no action had been taken.

The NGO representatives also brought in to MC's notice, the illegal commercial activities going on in the residential buildings in violation of norms, and encroachments in parks.
