The 22-year-old is running from pillar to post to get the birth date rectified for the last one year.

Harpreet Singh of Thakarwal cannot celebrate his birthday ever if he goes by the birth certificate issued to him by the Ludhiana civil surgeon office which says he was born on February 30, 1995. However, his actual date of birth is February 20, 1995. The certificate was issued on October 21, 2016.

Interestingly, the date is written by hand and not typed. The certificate is signed by three officials of the health and family welfare department, Punjab government, including the upper district registrar, birth and death, Ludhiana.

The goof up by the civil surgeon office (documents with HT) is giving a hard time to Harpreet, who is running from pillar to post to get the same rectified but in vain.

Harpreet left his studies in 2012 and then gave examination for matriculation in 2015 under Punjab Open School Scheme of the Punjab School Education Board. He wants to appear for Class 12 but due to the error in his certificate, he is only wasting time every week at the civil surgeon office making repeated pleas which seem to have fallen on deaf ears.

Harpreet said that he wanted to continue his studies that he had left a few years ago. He wants to apply for a passport also. For both these purposes, he needed the birth certificate. He checked it when he was applying for a passport in the month of December 2016. He gave an application at the CMO on December 22, 2016 but to no avail till date. 

“No one listens to me at the office. I have been running from pillar to post for the last one year. Ess desh vich kuch nahi ho sakda. Meri ki galti hai (Nothing works properly in this country. What is my fault in it),” said a visibly irritated Harpreet. 

His father works as a tailor at a cloth shop and earns a meagre income. He said that people are better in Canada and he will also apply when he gets a passport. However, he is not sure that when he will be able to get it as he can’t apply for passport without the correction in his birth certificate. 

He said that officials at the civil surgeon office told him it was a clerical mistake and guided him to go to some other desk but no one seemed to understand his problem.
