Inaugurated with pomp and show by the state government, the drug de-addiction centre at the civil hospital has completed 20 days but the authorities are yet to appoint staff for the centre.
The centre, inaugurated by health and family welfare minister Surjit Kumar Jyani on July 24 in an effort to rehabilitate drug addicts, is being handled only by a psychiatrist.
A visit to the centre revealed every room was locked except the psychiatrist's room and there was not a single staff for the psychiatrist's help.
The centre which was supposed to provide 10 bedding facility to the patients at a nominal fee of `200 per day in which the addict would get free medicines, food and bedding facility, does not have even a single bed.
Psychiatrist Sanjeev Lochan said more than 30 patients visited the centre daily for rehabilitation and sometimes it became difficult for her to attend to all the patients.
"When there is a need to admit the patient, I have to refer that patient to the general ward as the rooms of this centre are locked due to lack of staff," she said.
Lochan said the authorities might have given her a separate ward in the hospital for drug addicts but the companion of the patient always had to sit with the patient for security reasons and there should be security guards to watch over the addicts.
"If the staff is appointed, it will become easy for me to attend more patients and make them healthy," she added.
Senior medical officer Manohar Lal said that in efforts to rehabilitate the patients, they had provided a separate ward and also had all the medicines needed for the drug addicts.
"There is only a problem of staff which has to be appointed by the deputy commissioner," he said.
Deputy commissioner DS Mangat said that it was a double agency collaborative project in which some of the things had to be provided by the health department while some would be given by Red Cross society.
"The equipments and staff have to be provided by the Red Cross society. The order for the equipments has been placed while the staff has already been appointed by the society. Once the equipments reach, authorities will immediately depute the staff," he said.
