After the government framed new guidelines for the Panchayati Raj Institutions for the grants under the 13th Finance Commission, every proposal ought to be discussed at a meeting first and the funds would be allocated later to the same projects.
"As several officials were absent, we have issued notices to them and asked to attend every meeting in the future,"said Priyanka Negi, chairperson, Kinnaur zila parishad.
She said in tribal district of Kinnaur, even after facing several difficulties, parishad members come from far-off areas to attend the meeting. "If officials will be absent, what is the use of meeting,"she added.
She said the intention behind sending notices was not to penalise officials, but to caution them for the future.The Kinnaur zila parishad has received `1.1 crore grant under the 13th Finance Commission. The House has asked members to submit proposals for developmental works. Of the total funds, Rs 22 lakh will be kept under convergence for the Mahatma Gandhi National Rural Employment Guarantee (MNREG) scheme as per the new guidelines of the Himachal government.
