The Inclusive Education Volunteers (IEV) who work under Inclusion Education for Disabled (IED) programme of Sarva Shiksha Abhiyan (SSA) are awaiting salaries for the past one year.
The volunteers last received their salaries in February 2014. The resource teachers have also not received salaries for the past four months.
In Ludhiana, there are 95 IEV and 41 resource teachers, who are teaching 1,088 students suffering from various disabilities at 97 resource centres.
A volunteer, requesting anonymity, said, “This programme was started to provide home-based education and teach students at resource centres, but when the volunteers will not get salaries, why will they go door to door to provide education to these students. The government starts a programme, but is not able to sustain it. It has become difficult to run our houses. In September 2014, the government had sent funds to conduct these assessment programmes for students, but when it comes to payment of salaries to teachers, the government fails to do so.”
A resource teacher, who wished not to be named, said, “There are 41 resource teachers in our district and there are 102 students to whom we have to provide home-based education. So, every day we visit students, but for the past four months we are spending so much on travelling and not getting salary. If the authorities will fail to provide us salary next month, we will also stop providing home-based education to students.”
Talking to HT, director general school education (DGSE), Punjab, Pradeep Aggarwal, said, “The inclusive education volunteers are not funded by central government since 2014-15. State government has decided to fund their salaries for some time. We are tying up with finance department for sanction of funds and other formalities.” email@example.com
