Woman Lok Sabha members ahead in MPLADS funds utilisation

Women members of the Lok Sabha from Punjab seem to be looking after their respective constituencies better than their male counterparts, as they have used more of their MPLADS (member of parliament local area development scheme) funds since their election to the lower house in 2009.

This indication has been provided by the Cumulative Expenditure record of Lok Sabha members from 2009-2013, a copy of which is with HT. The state-wise document of expenditure details prepared by the Lok Sabha Secretariat is sent at the end of each financial year to all district headquarters across the country.

According to the expenditure sheet, till March 31 this year, the MPLAD fund share of each Lok Sabha member was `19 crore. However, no MP was able to get the entire amount released from the central government, as the release depends on developmental project reports forwarded by the elected representatives to the Lok Sabha secretariat through the district administrative heads of the areas where the projects are located.

While eight MPs got an amount of `6.5 crore each, released, the remaining got amounts varying from `11.5 crore to `14 crore. The utilisation of the released amounts also varied. Shiromani Akali Dal (SAD) MP from Bathinda and Punjab chief minister Parkash Singh Badal's daughter-in-law Harsimrat Badal had the highest fund utilisation percentage at 93.74% as she used `10.78 crore of the `11.5 crore released to her.

Minister of state for external affairs and Congress MP from Patiala Preneet Kaur, and SAD MP from Faridkot Paramjit Kaur Gulshan, who were allotted more funds than Harsimrat, were listed at the second and third spots on the chart. Both received `16.5 crore. While Preneet utilised `14.35 crore, the highest by any MP in the state, Paramjit used `14.03 crore.

Minister of state for health Santosh Chowdhary from Hoshiarpur, had a utilisation percentage of 67.45%.

Among the men, Punjab Pradesh Congress Committee (PPCC) chief and Gurdaspur Partap Singh Bajwa utilised 87.65% of funds released to him, while SAD MP from Khadoor Sahib MP Rattan Singh Ajnala used 81.45% and Amritsar's BJP MP Navjot Singh Sidhu used 76.87%.

Among other MPs, barring Ferozepur MP Sher Singh Ghubaya (SAD) who used 73.94% of the released funds, all other male MPs used less than 70% of funds released to them.

Sangrur Congress MP Vijay Inder Singla (58.24%) and Fatehgarh Sahib Congress MP Sukhdev Singh Libra (58.61%) had the lowest fund usage.
