HRD ministry plans crackdown on NCTE violators

The state human resource development (HRD) department has decided to pull up institutions flouting norms of the National Council Teacher Education (NCTE), Act, 1993.

The department has planned a crackdown in view of the poor condition of B Ed (bachelor in education) and M Ed (master in education) colleges in Jharkhand.
Majority of the 95 of such colleges in the state are violating salary structure, campus rules and appointment norms set by the NCTE.

The HRD department has found out that the teaching staff, lecturers and even principals of colleges are being paid salaries as per the 4th and the 5th Pay Commission scales instead of pay grades set by the University Grant Commission (UGC) or University norms.

Experts said that these violations could cost colleges their affiliations and revoke degrees issued by them.

HRD minister Geetashree Oraon said, “It has been brought to my notice that there is violation of salary scales to lecturers and professors in many colleges. Prestigious institutions are also in the loop. The state government will come down heavily without any discrimination."

She said, "I have been going through the files of various colleges running teacher education courses and most don’t comply with the NCTE norms and in time review would be set in."

Hindustan Times, in its September 26, 2013 edition had highlighted the violations in teacher’s education colleges and institutions in Jharkhand, including a PIL and the Jharkhand high court’s stand.

It was also brought to light that B Ed and M Ed institutions were being run in cramped building and rooms. The NCTE clearly states that institutes should have their own demarcated land in it name, registered in land records.

According to the Act, an institute having both B.Ed and M.Ed courses should have 3000 sq metres of land out of which 2000 sq metres should be the built- up area. For running one course the area should be 2,500 sq metres with the built- up area of 1500 sq metres.
