A former Intelligence Bureau (IB) official has been arrested on charges of human trafficking and fraud last week, police said. The accused identified as PK Tuteja is alleged to have helped two women migrate to Canada on the same day in 2003 on forged passport, police said. Police
are also investigating the role of a Delhi Police inspector and a sub inspector in the case. “We do not rule out their involvement in other cases,” said a senior police officer who did not want to be identified.

The incident was reported in 2003 when security officials at Zurich Airport in Switzerland had detected an anomaly in the passport of a woman identified as Manpreet Kaur.

“Kaur was deported to India. Tuteja and two other Delhi Police officials let the woman go and did not take any action against her,” said a senior police officer on condition of anonymity.

“The officials at Zurich even wrote on her passport that it was a case of substitution of photograph, the immigration officials in Delhi overlooked this and let her go,” said the officer.

Senior IB officials who later scrutinised the details of deported persons found that no case was registered against the woman. The same day another woman Jaspreet Kaur Garewal who was deported was also let off, police said.

Joint Commissioner of Police (Operations) Satyendra Garg confirmed Tuteja’s arrest on November 6.

Police said at the time of the incident Tuteja was posted with the immigration department as an assistant commissioner of police at the IGI airport. He retired six months ago.

“Tuteja had applied for anticipatory bail in the Delhi High Court. The court rejected the application,” said the officer.
